In May 2009 the Asset Transfer Unit was launched. It is delivered by the DTA, in association with Community Matters and the Local Government Association, and is funded by Communities and Local Government.
It is the leading provider of expert advice, guidance and support on the transfer of under-used land and buildings from the public sector to community ownership and management - helping organisations to develop those assets and deliver long-term social, economic and environmental benefits.
The ATU manages:
The Community Assets Programme This £30m community empowerment programme provides support for Third Sector organisations and local authorities involved in the transfer of assets
Cascading Assets Training: Expression of Interest A unique opportunity to learn about the ‘nuts and bolts’ of making asset transfer happen
Advancing Assets for Communities Find out more about the DTA-led Advancing Assets for Communities programme to support Local Authorities and their community partners to develop joint plans for community asset transfer.
Evaluation of the Asset Transfer Unit
In March 2009 the Development Trusts Association commissioned SQW Consulting to carry out an evaluation of the Asset Transfer Unit, and also within this, its work in supporting the Advancing Assets for Communities and Cascading Asset Transfer training programme.
As part of the evaluation SQW have produced a baseline report to set out the findings from two extensive national surveys of 360 local authorities in England that were carried out during the Summer 2009: one survey targeted senior officers involved in asset transfer activity and the second complementary targeted Council Leaders.
